1. (U) On November 2, the General Assembly will vote on
eighteen new states to be members of the Economic and Social
Council (ECOSOC). Reftel describes the voting instructions
for the three agreed regional group slates and the contested
elections for states for two regional groups. The following
instructions modify the voting instructions in para. 2 for
the agreed slate for African states.
2. (C) There are five candidates in the African States group
that are running on an agreed slate: Algeria, Cape Verde,
Malawi, Somalia, and Sudan. Upon further examination, IO has
decided not to support the candidacy of Sudan. Consequently,
Post is instructed to leave Sudan off of its secret ballot
for the African slate, and to only/only fill in the four
names of Algeria, Cape Verde, Malawi and Somalia.
