1. (C) The GOB is finalizing a plan with Greece to train
approximately 30 Iraqi security personnel in Bulgaria this
summer. Yordan Bozhilov, MOD Director for International
Cooperation, told Poloff May 23 that the two-week training
course will be held at the Bulgarian military academy in
Veliko Turnovo. The training will be conducted in English by
Greek and Bulgarian personnel and focus on peacekeeping
operations, including civil-military operations and conflict
mediation. The trainees will be housed at the academy, and
the Greek and Bulgarian governments have agreed to share
expenses.
2. (C) The GOB will use the initial course to evaluate the
effectiveness of the training and gauge the reaction of
Bulgarian public opinion. If both are satisfactory, Bulgaria
may host future training sessions. The Bulgarian MOD may
request U.S. assistance in vetting the list of Iraqi trainees
prior to their departure from Iraq.
