(S) On November 22, Econoff coneyed reftel demarche and
background information to Dr. Vasil Kirov, Director of the
Bulgarian Financial Intelligence Agency. Dr. Kirov
appreciated the pre-notification information and stated that
he would share the closely held information with the
thirty-five appropriate banking sector compliance officers
for initial checks of possible assets associated with the
five identified terrorist facilitators and inciters. Dr.
Kirov assured us that the initial checks would be done
confidentially to potentially identify any assets associated

with the individuals prior to November 30. We will advise of
any substantive results and/or any additional steps taken by
the Bulgarian government.
