1. (SBU) On August 28 we delivered reftel demarche to
Elizabeth Konstantinova of the MFA's International Security
Directorate. While hesitating to commit to a statement at
the NSG meeting, she emphasized Bulgaria's overall support
for the U.S.-India Civil Nuclear Cooperation Initiative.
Specifically, Konstantinova highlighted the agreement's
potential to bring India further into, and thereby
strengthen, the international nuclear non-proliferation
framework. Bulgaria is concerned, however, that the
initiative may have the unintended consequence of weakening
the Nuclear Non-proliferation Treaty regime and creating a
double standard vis-a-vis the DPRK and Iran.


2. (SBU) We will continue to engage the GOB on this issue,
and will report substantive developments septel.
