(C) On March 17, poloff delivered ref A talking points on
Nogun-ri Memorial funding to Kang Dae-soo, Deputy Director of
North America Division II. In a brief preliminary response,
Kang repeated MOFAT's previous request (ref B) for an
extension. However, he acknowledged that a change in the
Nogun-ri group's position was unlikely in the near future,
even with the anticipated expiration of funding. In
discussions with MOFAT, representatives of the Nogun-ri
villagers consistently have indicated that the group could
not accept the design of the memorial since they were not
consulted on the design, nor were they able to accept the
general inscription on the memorial. Undertaking to report
the demarche to relevant offices, Kang asked if the contract
between the USG and the builder for the memorial remained
valid and whether the scholarship/fellowship for the children
of Nogun-ri was tied in any way to the memorial funding.
