1. (U) Please see action item in paragraph four.


2. (SBU) On August 29, poloff received a demarche from
Deputy Director Kang Dae-soo of the Ministry of Foreign
Affairs and Trade's (MOFAT) North America Division II.
Deputy Director Kang said the ROKG plans to meet with
Nogun-ri victims' representatives to share the Department of
the Army Inspector General's (DAIG) explanation of the Muccio
letter. Following the meeting, the ROKG plans to brief the
Korean press on the letter. The explanation to the
representatives and the media would not deviate from the
explanation delivered by the Office of the Secretary of
Defense's LTC Michael Finnegan, Senior Country Director for
Korea, Kang assured.


3. (SBU) Kang went on to state the ROKG also planned to
share with the Nogun-ri victims' representatives the U.S.
position on the Nogun-ri Scholarship, concurrently with the
Muccio letter explanation.


4. (SBU) Action request: To help the ROKG explain the two
issues to the representatives and the media, MOFAT is
requesting the following:

-- the DAIG explanation of the Muccio letter in writing
-- a letter from DOD Undersecretary Richard Lawless to
MOFAT's Director General of North American Affairs Cho
Taeyong on the status of the Nogun-ri Scholarship.


5. (SBU) Kang strongly emphasized that the need for written
documents was not a matter of trust but a formality to better
provide clarification to the Nogun-ri families and the Korean
public.
