On August 16, A/DCM and Pol-Mil Chief delivered reftel points
regarding invitation to attend exercise Leading Edge to Cho
Tae-Yong, Director General of North American Division,
Ministry of Foreign Affairs and Trade (MOFAT). Cho stated
that he has noted USG request and would pass to his
superiors. Additionally, Cho commented that the ROKG
position is to "stay the course" on its current approach to
PSI, indicating the ROKG is positively inclined to
participate in the exercise, but is unlikely to endorse the
statement of interdiction principles. We will follow-up and
report on the ROK's decision and any developments.
