(C) On June 7, poloff delivered ref A points, which requested
ROKG feedback on NATO's "Global Partnership" initiative, to
Director Kang Jeong-sik, Security Policy Division, Ministry
of Foreign Affairs and Trade (MOFAT). Kang reiterated South
Korea's general support for the initiative per an earlier
meeting with poloff on May 25 (ref B). He noted that Seoul
did not yet have a clear vision for applying the "Global
Partnership" to ROK-NATO ties and wanted more concrete
proposals and ideas from NATO. Regarding possible ROK
participation in NATO/PfP training and exercises for PKOs,
Kang said his government needed to study the issue more
closely before it could decide. He stressed that MOFAT would
consult various ROKG agencies, including the Ministry of
National Defense, and consider the implications of ROK
participation in PfP exercises on the U.S.-ROK alliance.
