1. (C) On January 12, poloffs delivered reftel demarche,
which requested support for approaches to Thailand, Mongolia,
and Russia on processing North Korean refugees, to Kim
Ki-woong, Director of the Inter-Korean Policy Division at the
Ministry of Foreign Affairs and Trade, and Deputy Director
Cho Hyung-hwa. Kim and Cho noted that this was a complicated
issue and required careful study to allow a considered
response. They expressed particular interest in which
government would issue travel documents for the potential
refugees, the number of potential refugees involved, and the
publicity expected from the first resettlement cases to the
United States.
2. (C) In an earlier meeting on January 12, the Ambassador
briefly previewed reftel demarche to Foreign Minister Ban
Ki-moon (septel).
