(U) In an April 19 meeting with MOFAT Multilateral Treaties 
Division Deputy Director You Jun-ki, poloff urged the ROKG to 
view the two new 2005 protocols to the UN Convention for the 
Suppression of Unlawful Acts Against the Safety of Maritime 
Navigation (SUA) in a favorable light. While recognizing the 
importance of countering terrorism and proliferation of items 
of concerns, You noted that the ROKG would have to 
incorporate unspecified changes into its domestic legislation 
before it would be in a position to ratify the protocols. 
Undertaking to share our request with other relevant 
sections, You said that MOFAT would proceed with the 
ratification process as quickly as possible.
