1. (C) Recommendation and action request -- see para 6.

2, (C) Summary: Meeting with the Ambassador March 6,
Dominican Foreign Minister Carlos Morales Troncoso previewed
his March 14-15 visit to Washington regarding two planned
events in the Dominican Republic: a May 30-31 regional
summit, to which POTUS has been invited (reftel); and the
June 3-6 OAS General Assembly. Embassy recommends that the
Department work to arrange appointments with Under Secretary
for Political Affairs Burns, WHA Assistant Secretary Shannon,
NSC Senior Advisor Fisk, and USOAS Permanent Representative
Maisto. This would be an opportunity to discuss with the
Foreign Minister a potential POTUS visit, Venezuela, Haiti,
the OASGA, and other issues such as energy or DR-CAFTA. So
far, five countries (other than the Dominican Republic)
including Colombia and Mexico have confirmed their attendance
at the summit. End summary.


3. (C) Dominican Foreign Minister Carlos Morales Troncoso met
with the Ambassador March 6 to preview the Foreign Minister's
planned March 14-15 visit to Washington. Purpose of the trip
is to discuss two events that are scheduled to take place at
Casa de Campo in La Romana, Dominican Republic: a May 30-31
extraordinary summit of eight Central American System of
Integration countries plus Colombia, Mexico, and possibly
Haiti; and the June 3-6 OAS General Assembly. POTUS has been
invited to the summit (reftel).


4. (C) The Foreign Minister informed us that the following
countries have informally confirmed their attendance at the
summit: Colombia, Costa Rica, Mexico, Nicaragua, and Panama.
He said he would accompany President Fernandez to a Central
American summit in Panama March 9, to drum up support from
the other invitees to the May 30-31 summit.


5. (C) According to the Foreign Minister, OAS Secretary
General Insulza during his March 5-6 visit here (septel)
discussed the possible effect of the summit on the OASGA,
separated by only a few days. Insulza had departed the
Dominican Republic comfortable with the idea of a
presidential summit in advance of the OASGA, according to
Morales. He acknowledged that Insulza had arrived in Santo
Domingo with some concern about the OASGA being upstaged by
the summit, but the Foreign Minister had argued just the
opposite, that the summit was designed to build up the OASGA.


6. (C) Recommendation and action request: The Ambassador
(and Embassy staff) recommends that the Department work to
arrange appointments for Foreign Mininster Morales Troncoso
with Under Secretary for Political Affairs Burns, WHA
Assistant Secretary Shannon, NSC Senior Advisor Fisk, and US
Permanent Representative to the OAS Maisto.


7. (C) These meetings would provide an opportunity to discuss
with the Foreign Minister:

-- A potential POTUS visit (Washington can share ideas for
the expanded agenda for a potential May 30-31 summit);
-- Venezuela (he is a firm anti-Chavista and stays in touch
with many people on this question);
-- Haiti (he spent considerable time with President-elect
Preval during the latter's March 2-3 visit here);
-- OASGA (he can expand on the Dominican Republic's views);
and
-- Other issues such as energy or DR-CAFTA.


8. (C) We understand from Dominican OAS Permanent
Representative Roberto Alvarez that the proposed OASGA
declaration, still being drafted, will be entitled
"Governability and Development in the Knowledge Society." He
said the declaration would not be very technical or request
money from donors. It will include references to a list of
established OAS priorities, such as democracy promotion,
protection of human rights, sustainable development, poverty
reduction, and others. The Dominican Government is not yet
ready to share detailed information about the draft.



9. (C) The Ambassador plans to accompany the Foreign Minister
to Washington.
