1. On January 26, 2005, U.S. Marshals returned Raymond
Flores (aka Jose Soles) to the United States for trial in the
U.S. District Court for the Southern District of New York
based on his alleged participation in a series of "home
invasion" robberies from July 2000 through October 2000. The
specific charges arising from his alleged involvement are
contained in superseding federal indictment S5 04 Cr. 1012
(MGC): 1) one count of conspiracy to commit robbery in or
affecting interstate or foreign commerce; 2) two counts of
robbery in or affecting interstate or foreign commerce, and
aiding and abetting; and 3) two counts of brandishing a
firearm during the course of two separate crimes of violence,
and aiding and abetting.


2. Following the issuance of a Dominican arrest warrant based
on an August 18, 2005, USG request for extradition, Flores
was apprehended by officers of the Dominican National
Directorate for Drug Control's Fugitive Unit on November 9,

2005. An initial hearing was held before the Criminal
Chamber of the Dominican Supreme Court on December 9, 2005.
Subsequently, on January 10, 2006, Flores made a free,
knowing, and voluntary waiver of further local proceedings
before that body. His decision to voluntarily submit to US
extradition was evidenced by a witnessed affidavit executed
that day.


3. Flores is the 12th fugitive extradited to the United
States during FY-2006 and the 2nd extradited during this
calendar year.
