1. On November 3, 2006, U.S. Marshals accompanied confessed
murdered Ymbert A. Santos (aka Imbert A. Vasquez and/or
"Shorty") as he returned to the state of New York for trial
before the County Court of Suffolk County.


2. As detailed in the reference e-mail and Suffolk County
arrest warrant 06-1605 of October 27, Santos was implicated
in the October 13 shooting death of his girlfriend, Wendy
Reyes, within her residence in Amityville, Suffolk Co., NY.
Santos traveled to the Dominican Republic from New York
shortly before the discovery of Ms. Reyes body.


3. On October 19, Suffolk County Homicide Detectives
interviewed Santos in the Dominican Republic, accompanied by
members of the Dominican National Police. During this
interview, Santos confessed to killing Ms. Reyes and
indicated a desire to return voluntarily to the United States
to face trial.


4. Six days following the October 27 filing of an indictment
in the County Court of Suffolk County charging Santos with
the crime of Murder in the Second Degree, Santos presented
himself to agents of the Dominican National Directorate for
Drug Control (DNCD) in preparation for his return. On
November 2 he executed a notarized statement confirming his
desire to return voluntarily to the United States to answer
the pending charges and returned the following day (November
3).


5. The Dominican Attorney General's office was informed of
Santos' confession and desire to return: orally on October
25 (by poloff and legatt) and in a written communication
dated November 1 and addressed to Attorney General Jimenez
Pena. Assistant Attorney General for Extraditions and
International Affairs Gisela Cueto de Garcia confirmed on
October 25 that, given the circumstances, the Dominican
government did not require resort to a formal extradition
process.


6. Santos is the 5th fugitive to be returned to the United
States during FY-2007 (and the 23rd during this calendar
year) though extradition or impending extradition.
