1. On October 12, 2006, U.S. Marshals returned Jansys Feliz
Terrero to the United States for trial in the U.S. District
Court for the District of Maine, where he is the subject of
superseding indictment number 03-CR-80-P-H, filed September
9, 2004. As detailed in the indictment, Feliz is charged
with conspiracy to distribute and possess with intent to
distribute 50 grams or more of cocaine base (crack).


2. Following the February 9, 2005, issuance of a Dominican
arrest warrant based on a U.S. Government request for
extradition, Feliz was captured October 2, 2006, by officers
of the Dominican National Directorate for Drug Control's
(DNCD) Fugitive Apprehension Unit. On October 3, 2006, Feliz
made a knowing, voluntary, and conscious waiver of his right
to judicially challenge his extradition and his extradition
was subsequently confirmed by presidential decree.


3. Two additional extraditions will take place on October 16,
2006, when U.S. Marshals will extradite Woady A. Arrindell
(aka Wally) and Toribio Jimenez Guerrero (aka Bolo or
Antonio) for trial in the U.S. District Court for the
District of Puerto Rico. Both subjects were indicted on
August 10, 2006, in case number 06-253 (PG),for multiple
narcotics offenses involving multi-kilogram quantities of
cocaine. Both were targets of Operation Green Traketon, a
multi-jurisdiction take-down targeting 56 alleged narcotics
traffickers in six, largely Latin American and Caribbean,
countries.


4. As the case with Feliz, a Dominican arrest warrant was
issued for both subjects (September 22, 2006) after a formal
U.S. request for extradition (September 12, 2006). The
subjects were arrested by DNCD agents (October 6, 2006) and
have since made knowing, voluntary, and conscious waivers of
their right to judicially challenge their extraditions.
Their extraditions have been properly confirmed by
presidential decree


5. Following the return of these three fugitives, the total
number of Dominican extraditions to the United States (since
1998) will stand at 150 (with 21 extraditions occurring
calendar year-to-date (3 in FY-2007)).
