1. (C) On June 2 the Ambassador opened his private meeting
with Dominican President Leonel Fernandez with a description
of the U.S. initiative with European nations concerning Iran
and nuclear enrichment issues. The issue had preempted
attendance of the Secretary of State at the annual general
assembly of the Organization of American States taking place
here June 4-6. The Ambassador asked for Dominican support
for the initiative, noting that Latin American countries are
directly affected by Iran's conduct, as demonstrated in
recent months by Iran's contacts with Venezuela's Hugo Chavez.


2. (C) Fernandez praised the "evolving diplomatic
initiative" as an excellent, correct, intelligent step by the
United States and others, and commented that the ball is now
in Iran's court. "We all hope that Iran's response will be
positive." If not, Fernandez said, there would certainly be
a reason for regional groups of countries and multilateral
organizations to comment.


3. (C) Timing of public comment is a delicate opinion, he
said, and it would not be appropriate or particularly helpful
for the Dominicans to comment as a single nation right now.
The issue can and should be discussed in international fora.
He suggested that heads of state attending tomorrow's
regional summit on Central American Integration in La Romana,
Dominican Republic, might discuss developments (presumably in
private session).


4. (C) Fernandez reaffirmed to the Ambassador that the
Dominicans support the initiative. If the occasion for
comment arose, Dominican authorities would express their
general policy of support for diplomatic initiatives aimed at
preserving the peace through multilateral cooperation.
