CERTIFICATION FOR DOMINICAN NATIONAL POLICE
REF: STATE 076429
1. In response to reftel concerning proposed transaction to
be financed for material to be used by the National Police of
the Dominican Republic, Embassy Santo Domingo advises that
although individual members of the National Police have
committed gross violations of human rights, especially
unjustified killings, the leadership of the institution does
not condone these violations. The National Police chief
requires that any incident involving killing by a policeman
be investigated immediately and those killings found to be
unjustified result in separation from duty and referral to
the civil justice authorities. The National Police have
instituted a reform of the police academy curriculum,
financed and in supported in part by the United States
government, which emphasizes due process, respect for civil
rights, and respect for human rights.
2. U.S. Embassy Santo Domingo advises therefore that no unit
of the National Police has a policy or practice of gross
violations of human rights.
