1. On March 23, 2006, DEA agents returned Cesar Bueno (aka
Maton or Cesar Medina) to the United States for trial in the
U.S. District Court for the Eastern District of New York
based on his alleged participation in a multi-kilogram
cocaine distribution ring. The specific charges arising from
his alleged involvement are contained in federal indictment
05 CR 712: 1) two counts of conspiracy to distribute and
possess with the intent to distribute cocaine; and 2) one
count of distribution and possession with intent to
distribute cocaine.


2. Following the January 19, 2006, issuance of a Dominican
arrest warrant based on an December 12, 2005, USG request for
extradition, Bueno was apprehended by officers of the
Dominican National Directorate for Drug Control's Fugitive
Unit on March 19, 2006. Bueno subsequently made a free,
knowing, and voluntary waiver of local proceedings before the
Criminal Chamber of the Dominican Supreme Court. His
decision to voluntarily submit to US extradition was
evidenced by a witnessed affidavit.


3. Bueno is the 14th fugitive extradited to the United States
during FY-2006 and the 4th extradited during this calendar
year.
