1. (C) Poloff delivered reftel points to Foreign Ministry
Haiti Desk Officer Jorge Schindler on April 24. Schindler
agreed it was important that local elections in Haiti take
place by September, and that the international community
needed to identify the resources to hold elections.
Schindler commented that the GOC had not initiated internal
discussions about whether it could provide technical or
financial assistance to support election efforts. He
committed to relay the question and reftel points to senior
Foreign Ministry officials.
2. (C) Schindler observed that Foreign Ministry Director
General for External Relations Carlos Portales (the MFA's
number three official) would be in Buenos Aires on Friday,
April 28 for a meeting with his Argentine and Brazilian
counterparts to discuss Haiti. Portales is then scheduled to
travel to Port au Prince for meetings on May 4-5. Schindler
closed by noting that on May 23 Brazil would host a meeting
to discuss, among other issues, a "long-term development
assistance strategy to the new Haitian government."
3. (U) Post will follow up at a higher level early next week.
