1. This is an action request. See paragraph 2.
2. Action request: Post requests Department review the
following Chilean military unit for potential human rights
violations: Buzos Tacticos Unit of the Chilean Navy. Unit
commander is Lieutenant Commander Rene O'Ryan Salazar, DOB:
04Sep1965, POB: Santiago, Chile, National ID (RUT)
07.092.892-2.
3. A U.S. Navy SEALS team will be in Chile in June
conducting joint training operations with the Buzos Tacticos
in the Valparaiso area. SOUTHCOM has requested clearance for
this operation NLT than February 17 for planning purposes.
4. Post human rights review completed November 7 produced no
derogatory information on Salazar or Buzos Tacticos. The
Department last verified it had no credible information of
gross violations of human rights by this unit on April 18,
2005 (ref B). This request is to establish current human
rights certification for named unit and commander.
