DISAM SECURITY ASSISTANCE MANAGEMENT - FOREIGN PURCHASER
COURSE
1. This is an action request. See paragraphs 2 and 3.
2. Action request: Embassy requests the Department assist
in conducting a Leahy Amendment Human Rights review, as well
as a general name check of the following Chilean candidate
who has been nominated for training in the U.S., pursuant to
the Leahy Act and Foreign Assistance Act. Please transmit
the results of such, including information not strictly
covered by the Leahy Amendment, to Embassy.
3. The proposed training is the Security Assistance
Management - Foreign Purchaser Course, which will take place
at the Defense Institute of Security Assistance Management
(DISAM) in Dayton, Ohio, 22 October through 03 November,
2006. The name and identifying information of the proposed
candidate appears in the following format: Name, unit, date
of birth, place of birth and national identification number.
a. Commander Miguel Berrios Momberg, Chilean Navy, 16
December 1962, Vina del Mar CHILE, 08.196.026-7.
4. Embassy has conducted its own review and did not find
credible information that the candidate has been involved in
gross human rights violations.
