1. This is an action request. See paragraphs 2 and 3. Post
notes that training is due to begin on September 25, 2006.


2. Action request: Embassy requests the Department assist
in conducting a Leahy Amendment Human Rights review, as well
as a general name check of the following Chilean Navy
candidates who have been nominated for training, pursuant to
the Leahy Act and Foreign Assistance Act. Please transmit
the results of such, including information not strictly
covered by the Leahy Amendment, to Embassy.


3. The proposed training is the Port Security and
Vulnerability Course, which will take place in Chile,
September 25 through September 30, 2006. This course is a
Mobil Training Team (MTT) coordinated by the U.S. Coast Guard
and sponsored by the USSOUTHCOM Counter-Terrorism Program.
The names and identifying information of the proposed
candidates appear in the following format: Name, date of
birth and national identification number. Post regrets that
we do not yet have the name of the participating Chilean unit
or the candidates' place of birth (although most were likely
born in Chile). We are working with the appropriate Chilean
military officials to obtain this information, and will
convey it to the Department as soon as we receive it. In the
interest of time, and given that September 18 and 19 are
official Chilean holidays, Post wishes to submit the
following information to allow the Department to begin its
review.

in gross human rights violations.
