1. (U) The following summarizes Embassy INL activities in
February 2006. Unless otherwise indicated, all statistics
refer to the month of February 2006.

ILEA
--------------
2. (U) From February 20 to 24, instructors from ICE presented
ILEA-sponsored training on financial crimes investigations at
ILEA-Santa Tecla. The training was attended by officers from
El Salvador, Nicaragua, Ecuador, and the Dominican Republic.

NARCOTICS INTERDICTION
--------------
3. (U) Operations: Officers of the Anti-Narcotics Police
(DAN) at the INL-constructed vehicle inspection facility in
El Amatillo inspected 844 cars, 459 passenger buses, and 265
commercial freight trucks, resulting in the arrest of eight
individuals for narcotics trafficking and the seizure of two
kilograms (kg) of marijuana and four kg of cocaine. In all
operations throughout the country, the INL-supported DAN
seized 17 kg of marijuana and five kg of cocaine, and
arrested 100 individuals for trafficking offenses.
4. (C) Currency dogs: INL sent the commander of the PNC
canine unit to Colombia to select and purchase four dogs to
be trained in currency detection. Post appreciates the
invaluable support provided by NAS Bogota for this
transaction.
5. (C) Go-Fast Boat: INL equipped a go-fast boat previously
seized by the police for their use in the ongoing, regional
operation known as All Inclusive. Post agencies report that
the boat had an immediate impact on trafficking routes off
the coast of La Union. INL and post agencies will explore
the possibility of acquiring additional go-fast boats for
narcotics interdiction. (Septel).
6. (U) Investigations: INL supported the travel of four
police officers to Costa Rica in support of an ongoing
narcotics investigation.

MONEY LAUNDERING
--------------
7. (U) Operations: The INL-supported Financial
Investigations Unit (FIU) received 31 Suspicious Activities
Reports, opened one new investigation, and identified and
removed 279 false dollar-denominated bills from circulation.
No convictions for money laundering were realized.
8. (U) Equipment: U.S. Treasury (OTA) officials began the
first phase of installing Plan SEIS, a secure communication
link and software analysis system between the police and the
federal prosecutor's office designed to detect money
laundering and facilitate investigations. INL is donating
the hardware for the project, while OTA will acquire the
software and fund training from the software vendor.

HUMAN SMUGGLING/TRAFFICKING AND TRANSIT SECURITY

9. (U) Operations: The INL-supported Border Police
(Fronteras) arrested 39 individuals for human smuggling and
three individuals for trafficking in persons. Police
operations rescued 26 minors in the process of being smuggled
or trafficked. No convictions for either offense were
realized.

ORGANIZED CRIME, RULE OF LAW, AND DEMAND REDUCTION
-------------- --------------
10. (U) Organized Crime: In February, the PNC arrested 1,668
individuals for gang-related criminal activity. Of these
arrests, 62 percent of the cases were dismissed for lack of
evidence, three percent are incarcerated awaiting trial, and
35 percent were assigned alternative sentencing (community
service). 29 gang members were killed due to gang-related
violence.
11. (U) Training: From February 13 to 17, officers from the
Naval Criminal Investigative Service -- with assistance from
INL -- gave instruction to Salvadoran police detectives on
crime scene management and homicide investigations. This
type of training is vital because witnesses to gang crimes
are reluctant to provide direct testimony against gang
members.
