1. Action Request: See Paragraph 2. On November 29 Econoff
delivered reftel demarche to Rhina Jarquin, Director General of
International Cooperation at the Ministry of Environment (MARN),and
Mauricio Ruiz Cacho, Office of Multilateral Affairs at the Ministry
of Foreign Affairs. Both understood the U.S. position, and accepted
the white paper of talking points, but were noncommittal about
adopting a shortened Ministerial Declaration. Ruiz Cacho did say a
57 paragraph declaration would be excessive, and both he and Jarquin
said there was little time to finish negotiating the declaration.



2. Rhina Jarquin will represent MARN at the Ministerial, and is
coordinating the Salvadoran position on the declaration. It appears
that the GOES may not have the most updated version of the
Ministerial Declaration, as Jarquin provided Econoff her most recent
copy from the OAS, dated October 10, 2006, which contained only 38
paragraphs. Action Request: Post requests if possible an
electronic copy of the latest version of the Declaration to be
emailed to Geoff Schadrack at schadrackgf@state.gov to forward to
Rhina Jarquin.
