Post delivered reftel message on September 26 to MFA
officials Elizabeth Cubias, Deputy Director of Social
Development; Mario Rivera, Head of Multilateral Affairs; and
Mauricio Ruiz, Head of Candidacies. All three were
noncommittal, including during several follow-up contacts.
Finally on November 13, Ruiz told poloff that the MFA will
not make a final decision on the issue of moving the meeting
to February, but instead will defer to their OAS Mission in
Washington for a decision. Post made a strong effort to
advocate switching the date of the meeting, but is now
convinced that the MFA is deferring to GOES OAS Ambassador
Castro de Perez. Post understands that USOAS has already
presented the same points to Ambassador Castro de Perez, but
recommends that USOAS continue to follow-up directly with her.
