Post delivered reftel A dipnote on August 29, 2006 in support
of Michael Matheson for re-election to the International Law
Commission. Post did not receive a written response, but in
follow-up consultations, Mauricio Ruiz, Director of
Candidacies at the MFA told poloff that the GOES would commit
to supporting Mr. Matheson's candidacy in exchange for US
support for a position on the UNDP Executive Council. Poloff
explained that it is not our policy to commit to support in
exchange for a vote, but that post would pass the message on
to Washington. Ruiz indicated to poloff that the MFA would
not make a decision on this candidacy, nor send instructions
to their Mission in New York, but rather that the Salvadoran
delegation in New York would decide whom to support.
