(SBU) Poloff delivered reftel demarche to OAS Desk Officer
Mauricio Ruiz at the MFA. Ruiz took U.S. points into
consideration and said that El Salvador was still working on
its position. Later in the day, poloff spoke with MFA Chief
of Multilateral Affairs Mario Rivera, who said that while his
team was still working on their position, they would be
recommending to Vice Minister for Salvadorans Abroad Escobar
that El Salvador not support Mexico's proposed declaration,
and work instead toward a consensus declaration. He said
that passing no declaration was an unacceptable position for
El Salvador, as the issue is so important to them, and they
want to show support for Mexico and their Central American
neighbors. Nevertheless, he said they respected the U.S.
position and did not support the Mexican text as is.
