1. Pursuant to reftel B, poloff on August 11 delivered White
House press release and Department's one-page overview of the
President's national strategy to internationalize efforts
against kleptocracy to Felix Ulloa, deputy of the MFA's
Office of Multilateral Affairs. Embassy INL Director also
provided these documents August 14 to Civilian National
Police (PNC) Director Rodrigo Avila, in accordance with
reftel emphasis on enhanced law enforcement cooperation as an
important tool in this effort. (Note: El Salvador's
Legislative Assembly on April 25 unanimously approved a
comprehensive and robust ethics law, long sought by the
Embassy, that will oversee conduct of public sector employees
across all branches of government; see reftel A. End note.)
