1. (U) The following summarizes Embassy INL activities in
June 2006.

ILEA
--------------


2. (U) On June 30, ILEA hosted a ceremony for the graduates
of its six week core program (LEMDP) which was attended by
police officers from Panama, Costa Rica, Ecuador, and El
Salvador. Ambassador Barclay and Connie Patrick, the
Director of the Federal Law Enforcement Training Center, were
the guest speakers.

NARCOTICS INTERDICTION
--------------


3. (U) Operations: Officers of the Anti-Narcotics Police
(DAN) at the INL-constructed vehicle inspection facility in
El Amatillo inspected 2,045 cars, 813 passenger buses, and
277 commercial freight trucks, resulting in the arrest of
four individuals for narcotics trafficking and the seizure of
17 kilograms of marijuana. In all operations throughout the
country, the INL-supported DAN seized 17 kg of marijuana and
six kg of cocaine, and arrested 97 individuals for
trafficking offenses.

MONEY LAUNDERING

4. (U) Operations: The INL-supported Financial
Investigations Unit (FIU) received 35 Suspicious Activities
Reports, opened five new investigations, and identified and
removed 215 false dollar-denominated bills from circulation.
The FIU made one significant arrest related to an ongoing
investigation (septel),and seized over US$4 million is
suspicious assets.

HUMAN SMUGGLING/TRAFFICKING AND TRANSIT SECURITY

5. (U) Operations: The INL-supported Border Police
(Fronteras) arrested 15 individuals for human smuggling and
six suspects for trafficking in persons. Police operations
rescued 21 minors in the process of being smuggled or
trafficked. No convictions for either offense were realized.

ORGANIZED CRIME, RULE OF LAW, AND DEMAND REDUCTION
-------------- --------------


6. (U) Organized Crime: In June, the PNC arrested 1,482
individuals for gang-related criminal activity. Of these
arrests, 50 percent of the cases were dismissed for lack of
evidence, four percent are incarcerated awaiting trial, and
46 percent were assigned alternative sentencing (community
service). 32 gang members were killed due to gang-related
violence.
