On June 29, Poloff spoke with Mario Rivera, Multilateral
Affairs Director of the Ministry of Foreign Affairs, about
reftel A demarche talking points delivered May 25 (per reftel
B). Rivera indicated that the GOES continued to formulate
their final positions regarding United Nations (UN) reform,
but generally supported increased transparency and
accountability, the rationalization and prioritization of UN
resources, the simplification of UN processes and
organizational structure, and expansion of the Security
Council to make it more representative.
