1. (C) Ambassador and Acting DCM met with President Saca,
Foreign Minister Lainez, and Presidential Private Secretary
Charlaix this afternoon and delivered reftel demarche talking
points. President Saca stated that he shared our concerns
about Iran, and that his government would support the U.S.
statement. Despite his support, he expressed skepticism that
Iran would respond to diplomatic pressure alone. Saca
appeared reticent to make a public statement prior to his
public address to the nation tomorrow marking the second
anniversary of his inauguration, but he and the Foreign
Minister agreed to work on a written statement for early
release to the press. Saca asked whether other nations had
come forth in support of the U.S. offer; he also inquired
whether the U.S. foresaw any effects in Latin America, given
Chavez's recent overtures to Iran--including possible
Venezuelan acquisition of uranium.
