1. (C) On May 4, poloff spoke again with Mario Rivera,
Multilateral Affairs Director for the Ministry of Foreign
Affairs. Rivera stated that El Salvador was continuing to
evaluate candidate countries, but assured poloff that the
GOES was in opposition to the candidacy of Iran and other
countries which did not have a strong human rights record.
He added that the GOES was using the elections for the Human
Rights Council as a tool for their candidacy to the
Peacebuilding Commission.
