1. (U) Per reftel A instructions, diplomatic note from
Secretary Rice to Foreign Minister Lainez was delivered to

the GOES Foreign Ministry on April 24.


2. (C) On April 28, poloff discussed reftels with Mario
Rivera, Multilateral Affairs Director of the Ministry of
Foreign Affairs. Rivera indicated that he had just spoken
with the Salvadoran Mission to the United Nations, and that
they had discussed the merits of the candidates. He
indicated that the GOES would consider the history of human
rights violations of the candidate countries along with their
bilateral relations with El Salvador.


3. (C) On May 2, poloff discussed the candidacy of Iran
with Rivera. Rivera indicated that he would share the
information with the Salvadoran Mission to the United Nations
and that the matter would be discussed further at the Foreign
Minister level. Rivera agreed to review the issue with
poloff on/about May 4, and indicated that the GOES hoped to
finalize their voting preferences by the end of this week.
Embassy will report on the GOES position at that time.
