1. As per ref A),USMISSION UN ROME shared with the UN
World Food Program (WFP) issues of concern that: continued
support for the UN Humanitarian Air Service (UNHAS) is not
critical to ongoing humanitarian relief efforts beyond March
31, 2006; both UNHAS and the UN Joint Logistics Center
(UNJLC) must explore alternative options to helicopter
transport; and additional funding requests must be based on
a thorough assessment of critical emergency needs.


2. WFP expressed appreciation for the opportunity to respond
to these concerns. WFP agrees with the analysis that beyond
March 31 UNHAS operations are not critical to saving lives.
However, WFP believes that UNHAS operations will still be
needed and will prove to be cost effective for
rehabilitation and recovery activities. Under separate
cover, we will forward WFP's detailed responses to specific
points for Islamabad to consider.


3. Having received Refs B) and C) this morning, USMISSION UN
ROME could not help but notice the lack of mention of UNHAS
operations. The WFP case for continuing UNHAS operations is
in our view weak, and we have had to ask WFP to be more
responsive. After Islamabad has reviewed WFP's more
detailed response we would be glad to deliver the message
more forcefully that the USG believes that UNHAS operations
are not required. USMISSION UN ROME remains available to
assist further as requested.
