1. Summary. GOI budget cutbacks will prevent Italy from
pledging additional funds for the BIH War Crimes Chamber.
Additionally, the GOI may have difficulty meeting its
existing pledge of 1,440,000 Euros for the Chamber. End
Summary.
2. Raimondo De Cardona, head of the MFA Balkans Department
told Poloff that the MFA had been contributing to the chamber
from the small discretionary funds available to his
department. Italy has contributed 150,000 Euros per year for
the last three years. As a result of budget cuts, the MFA
may no longer have access to the same levels of discretionary
funds. As a result, the GOI may only be able to contribute
50-100,000 Euros in the 2006 calendar year. Future funding
for assistance programs may be cut further next year.
3. De Cardona said the GOI will not make additional pledges
of assistance to the Balkans this year. The GOI will do
everything possible to meet its existing pledges, but De
Cardona declined to speculate how close Italy would come,
given the dire budgetary picture.
4. Federika Ferrari-Bravo, MFA's Balkans and Middle East
Director for the Office of Development and Cooperation (ODC),
told EconOff March 2 that ODC has not previously funded the
Chamber, and that any future funding decisions will be made
by the MFA Balkans Department, not the ODC.
