(C) Poloff delivered reftel points to Luigi Diodati of the
MFA OSCE office on November 20. Diodati noted that Italy
agrees that current Russian-led PKF has been an obstacle for
a political settlement and a change in dynamic could lead to
greater movement on resolving this conflict. Italy is open to
a change in the composition of the current peacekeeping force
in Transnistria and does not insist on a political settlement
in advance. Diodati added that Italy was approaching the
current discussion in the EU without preconditions and would
be willing to consider and accept any formula that gains
majority EU support.
