1. The Law Enforcement On-Line (LEO) provides a secure web-
based crisis management software application known as the
Virtual Command Center (VCC). The VCC provides a virtual
information-sharing platform where by critical, time
sensitive unclassified information may be disseminated both
vertically throughout an organization and horizontally
across agency boundaries to authorized agencies/members.
The VCC facilitates joint, multi-agency operations by
providing each participating agency/member with a common
view of an event as well as an understanding of each of the
participant's efforts in addressing the event.


2. The VCC is a web-based application which permits the
various participating agencies/members to utilize the
numerous application folders such as the VCCs Situation
Board, maps, schedules, etc., from multiple, geographically
dispersed locations via the Internet.


3. The LEO network system is only available to persons duly
employed by a law enforcement, criminal justice or public
safety agency/department and whose position requires secure
communications with other agencies. The requesting
agency/member must submit a LEO application and once
approved, the requesting agency/member will receive a
compact disc with the LEO application hardware for
installation onto an Internet computer.


4. LEO Membership:

Requesting agencies/members can obtain the LEO application
and the necessary authority through the Federal Bureau of
Investigation, 935 Pennsylvania Avenue, NW, Room 11255,
Washington, D.C. 20535, Attn: Law Enforcement On-Line or
through LEO Program Office, (202) 324-8833, (202) 324-3364,
888-334-4536 or leoprogramoffice@leo.gov.


5. For the purposes of authorizing access rights to the USG
OSOC VCC and the sharing of unclassified
information/intelligence transmitted from the Joint
Operations Center (JOC)/Threat Integration Center (TIC),the
following procedures are in place:


6. Upon obtaining a LEO membership account, the USG OSOC
will be responsible for granting authority to any requesting
agency/member to the OSOC VCC. Requesting agency/members
are to submit their LEO authorized membership log-in name to
the official JOC, Turin, Italy, email account,
06torino@leo.gov. The OSOC will review all applications for
access and grant the necessary authority on a case-by-case
basis, generally within the 24 hours of the submission of
the original email request.
