(C) Poloff delivered reftel points to Director of the Balkans
Office of the Italian MFA Raimondo De Cardona on September 8.
De Cardona stated that as a member of the Contact Group,
Italy was a strong supporter of the ICTY and believed that
compliance continued to be an unconditional obligation for
the Serbian government. De Cardona agreed that the current
Serbian action plan on ICTY needed to produce results and
Italy would continue to press for the transfer of Mladic and
Karadzic. Italy, however, continues to urge caution on the
part of the international community with regard to pushing
the current democratic and pro-Western Serbian government too
hard simultaneously on ICTY and Kosovo status in advance of
possible parliamentary elections in Serbia.
