1. (C) Embassy received June 12 the following response
to Ref B letter from U/S Joseph, signed by Giandomenico
Magliano, MFA Director General for Multilateral Economic
Affairs. Text of letter follows.


2. (C) Begin text of Magliano letter to U/S Joseph.

May 26, 2006.

Dear Under Secretary,

I was very pleased to receive today your letter dated May
19th, 2006, where you briefly outline the U.S. priorities
concerning the Missile Technology Control Regime (MTCR) and
the opportunity to update it. Those priorities, concerning
in particular updated controls on cruise missile systems and
on unmanned aerial vehicles, are shared by Italy.

We agree in considering as crucial the improvement and
updating of MTCR technical criteria in respect of those
issues. We await therefore with great interest the detailed
proposals you are referring to, and are ready to study them
in depth.

Meantime, I can assure you of the utmost importance we attach
to such questions, as we are concerned about the possible
misuse of cruise missiles and unmanned aerial vehicles.

Looking forward to continue our traditional close
co-operation in all matters related to the non proliferation
of weapons of mass destruction,

3. (U) Comment. Magliano's letter is consistent with MFA
Coordinator for Non-Proliferation Tripepi's statements of
support reported Ref A. We anticipate the GOI will play a
productive role at the MTCR's Copenhagen Plenary, and
encourage Department to transmit the details of the updated
controls the USG will table at the Plenary. End comment.
