SUBJECT: ITALY WILL NOT VOTE FOR IRAN ON UN HUMAN RIGHTS
COUNCIL

REF: A. STATE 66050

B. ROME 1222

C. FINI-RICE LETTER 5/2/2006

Classified By: Political Minister Counselor David D. Pearce for reasons
1.4 (b) and (d).

(C) Poloffs delivered Reftel A demarche separately to Stefano
De Leo, MFA Iran Desk, and Alessandro Busacca, MFA UN Reform
Coordinator, April 28, urging Italy to oppose Iran's
candidacy for the UN Human Rights Council (HRC). May 2,
Busacca responded that Italy shares U.S. views on candidates
for the HRC and will not support Iran's bid. He noted that
IO A/S Silverberg had also brought up U.S. concerns at the
Geneva Group meeting. Busacca also affirmed that Italy would
not support the candidacies of countries like Iran, Cuba,
Zimbabwe, Burma, Sudan, or North Korea, as he had previously
indicated (Reftel B). FM Fini also conveyed Italy's
commitment to supporting only countries with a commitment to
promoting and protecting human rights in his May 2 response
to Sec. Rice's letter on the HRC elections (Ref C).
