1. (S) General Saleh bin Ali al-Muhayya, Chief of General
Staff of the Saudi Arabian Ministry of Defense and Aviation
(MODA) sent a letter (classified "secret/urgent") to CHUSMTM
May 30 on the appointment of a new Saudi-Iraq border liaison
officer. The new officer is LTC Khalid bin Mohamed
al-Sechan, Assistant Military Security Division Manager in
Arar, who has replaced LTC Mohamed bin Awad al-Nazil. Post
will notify MODA and MFA, via diplomatic note, that we have
informed Embassy Baghdad of this change. USMTM's translation
of the letter follows.

Greetings:
This is a follow up to our cable to you number 2/2/2/b/37950
dated 16/8/1424 (27 September 2003) about the appointment of
several officers to work as liaison officers. The purpose was
for them to meet with US Central Command officers at the
(Saudi-Iraqi) border area in Arar to exchange information
associated with changes to current posture of border
security.
We would like to advise you that LTC Khalid bin Mohamed
al-Sehan, Assistant Military Security Division Manager in
Arar has been appointed to replace LTC Mohamed bin Awad
al-Nazil.
This is for your information and to coordinate with this
appointed officer when required at his telephone number (in
the Kingdom) (966) 04-661-1508.
