2. (SBU) Ambassador Riley delivered reftel demarche on North
Korea to Minister-Delegate Taib Fassi Fihri at the MFA on
October 6, 2006.
3. (C) Fassi Fihri responded that Morocco fully supported
our efforts of preventive diplomacy at the UN Security
Council urging North Korea not to conduct a nuclear test. He
also stated that the GOM appreciated the U.S. taking a more
balanced approach toward North Korea vis-a-vis Iran. As a
new IAEA Board of Governors member, Morocco will remain
stalwart on nonproliferation. It believed, however, that the
rights of all countries to peaceful use of nuclear energy
should be protected.
