1. (C) A/DCM delivered reftel demarche to Abdelfetah
Kadiri, assistant to the Director of United Nations and
International Organizations in the Ministry of Foreign
Affairs on August 24. Kadiri noted that Morocco did pass
the resolutions and that this decision was made because of
the conflict in the region. He identified the situation as
being difficult and asked that the US understand the regional
context informing the background to Morocco's decision.



2. (C) Kadiri also emphasized that the GOM would like the
US to be a member of the Human Rights Council and hoped that
the US would run for membership this coming year. The
council, according to Kadiri, has an important function which
would be strengthened by US membership. He said that Morocco
would work well with the US on the council.
