1. (C) Poloff discussed reftel demarche regarding U.S.
priorities and concerns at the UN Human Rights Council on
June 13 with MFA Director for UN and International
Organizations Nasser Bourita. Bourita agreed largely with
the US position, emphasizing that the first session of the
Council should focus on what could help the new body fulfill
its mandate during the upcoming year. The substantive
discussion thus should be on how to make the Council
different from the Commission, according to Bourita. Since
the Council was established "quickly," there had not yet been
much time to discuss the modalities or working methods that
would actually distinguish the Council from the Commission.
This first session would be best used to establish these
working methods, said Bourita.
2. (C) Bourita stressed, however, his concern that a
resolution on the Western Sahara would be introduced by
Algeria. He noted that there should be an assessment of such
political resolutions as they do not contribute to the
efficiency of the Council. He said he hoped that the US
would support the Moroccan position to eliminate these types
of politicized resolutions. Poloff reiterated that the US
was also trying to avoid any highly-politicized resolutions
from being adopted in particular during the first session and
would appreciate Moroccan assistance within the OIC to
prevent this from happening. Poloff provided French
translation of talking points as a non-paper.
