(SBU) PolOff delivered the diplomatic note, resume and points
in reftel on the candidacy of Michael Matheson for the ILC to
MFA Director General for Multilateral Affairs Lourdes Puma on
November 8. Puma said that Ecuador had its own candidate for
the ILC, Marcelo Vasquez, and asked whether it would be
possible to exchange votes. PolOff noted USG policy not to
reveal or trade USG candidate votes. Puma responded that
Matheson's candidacy would be given full consideration by the
GOE.
