1. (U) On August 22 EconOff delivered reftel points to Frida
Pin Hoppe from the International Affairs Department in
Ecuador's Ministry of the Environment (MOE). Pin confirmed
that while Ecuador is not represented on the UNEP's Governing
Council, an Ecuadorian delegate will likely attend the
meeting as an observer in February.
2. (U) Pin said that a mercury subcommittee existed under the
MOE's chemicals committee, and that Ecuador has engaged in
mercury-related initiatives through the Amazon Cooperation
Treaty Organization (ACTO),a collective of Amazon Basin
countries headquartered in Brazil, of which Ecuadorian
ex-president Rosalie Arteaga currently serves as
Secretary-General. Pin said that mercury related issues in

ACTO are handled jointly by the Ministry of Environment and
the Ministry of Energy and Mines.
3. (U) Pin said that she would speak with her colleagues
about preparing a response in support of our demarche
request.
