1. (C) Summary: In the absence of the Ambassador (on
internal travel),DCM made demarche points (RefTel) to Acting
Foreign Minister Diego Ribadeneira on May 31. Ribadeneira
welcomed the USG Iran initiative, pledged continued GOE
support for holding Iran accountable for its nuclear program,
and promised to consider our specific requests. End Summary.
2. (C) In conveying the demarche, the DCM emphasized the
importance of international community solidarity, noting the
GOE's helpful past record of support on the Iran issue. He
urged the GOE to make a public statement welcoming the
Secretary's Iran announcement, publicly encourage Iran to

suspend its nuclear enrichment program, and to help keep the
spotlight on Iran's choice.
3. (C) Ribadeneira said the GOE would look for opportunities
to do so, expressing support for the USG initiative. He
noted that the GOE had supported the USG position on Iran in
the IAEA governing board, and remained committed to holding
Iran responsible for its nuclear program. He pledged to
share the USG position with FM Carrion when he returns from
abroad and immediately with Ecuador's mission in Vienna.
4. (C) Comment: Ribadeneira's positive response was sincere
but perhaps colored as well by GOE eagerness to mitigate
negative fallout with the USG over yesterday's visit by
Venezuelan President Chavez (SepTel).
