1. (C) PolOff met with Acting Director for Multilateral
Affairs Dennys Toscano on May 25 to deliver RefTel A and B
points. PolOff expressed USG concern that the
long-established practice of consensus decision-making on
budgetary matters in the UN not be broken, and that the GOE
consider pushing the point at the upcoming NAM Ministerial
meeting. Toscano said that Ecuador and other Latin American
countries were looking to reach consensus, but that some in
the G-77 were using the issue to push their own agendas.
PolOff conveyed USG belief that a consensus on a package of
reforms could be attained by the end of June, which would
modify current limitations on UN budget commitment authority.
Toscano said that the GOE would study our request further,
adding that the GOE is committed to reform within the UN.


2. (C) PolOff expressed USG concern that some governments
might use the NAM Ministerial to make a statement or
declaration in support of the Iranian government. Toscano
said that the GOE maintains its policy of support for the
peaceful use of nuclear energy, and that their position on
Iran has not changed. He expressed GOE disappointment that
Iran has tried to use current international divisions to
advance nuclear aspirations. Toscano strongly implied that
the GOE would not support a pro-Iran declaration. PolOff
conveyed USG appreciation for the GOE's support for the
February 4 IAEA Board of Governor's resolution on Iran, and
expressed USG desire for continued cooperation.
