SUBJECT: CZECHS: STILL NO POSITION ON UN DECLARATION OF
RIGHTS FOR INDIGENOUS PEOPLE

REF: A. STATE 78740

B. PRAGUE 00536

Poloff met June 2 with Jan Kara, Czech MFA's Director of the
UN Department, to discuss the draft UN Declaration on the
Rights of Indigenous People (ref A). Kara confirmed that the
Czechs neither support nor oppose the draft Declaration, as
stated previously by Veronika Stromsikova, Czech MFA's
Director of the Human Rights Department (ref B). Kara said
the Czechs have neither the experience nor the expertise to
formulate a position on indigenous rights, and therefore plan
to support the EU common position on the issue. However, the
Czechs will consider the issue further if the EU member
states fail to agree on a common position. Kara added that he
thought the arguments made by the U.S. and its partners
against the draft Declaration were well-supported.
