1. (U) Poloffs met with Jan Kara, Czech MFA Director of the
United Nations Department, to deliver demarches on Iran's
candidacy for a seat on the UN Human Rights Council (UNHCR)
(Ref C),the G-77 resolution on UN Management Reform (Ref A),
and the UN Democracy Fund Invitation for Grant Proposals (Ref
B).


2. (C) IRAN/UNCHR: Kara said the will not support Iran's
candidacy for a seat on the UNHCR. Kara revealed that with
so many countries within Europe competing for a seat in the
UNHCR, Iran is not even on their minds as a possibility.


3. (U) UN MANAGEMENT REFORM: Kara said the GOCR was unhappy
with the G-77 resolution and will not support it. The GOCR
strongly supports the mandates and objectives of Secretary
Generals management reform plan, and at this important "fork
in the road," the Czechs concur G-77 resolution would be a
devastating blow to the UN.


4. (U) UN DEMOCRACY FUND: Kara noted that the Czechs were
among the original supporters -- politically and financially
-- of the Fund. While the Czechs continue to support it,
Kara added that the lack of movement and information since
the launching of the Fund has been rather disappointing.
Nonetheless, Kara said the GOCR would coordinate internally
about possible grant proposals to put forward.
