1. (C) Petr Kavan, Czech MFA Desk Officer for the Department
of Americas, confirmed on April 18 that the Czech government
has expelled Cuban Diplomat Manuel Angel Baltar Charnicharo,
First Secretary of the Cuban mission in Prague. The decision
not to renew Charnicharo's visa, which will expire on April
19, was officially communicated to Cuban Charge d'Affaires
Aymee Hernandez by Jakub Skalnik, Director of the Department
of Americas, at a meeting in Prague on April 14. Hernandez
did not comment on the Czech decision. According to press
reports, Hernandez has announced that Charnicharo will leave
Prague on April 19.
2. (U) Over the weekend, the issue received heavy press
coverage.
3. (C) Contrary to information reported in ref B, the GOCR
has now clarified that it does not expect a further explusion
of a Czech Diplomat from Cuba in the coming days.
